  1. this topic is the most urgent one nowadays. Discuss about national examination, I definitely disagree on this idea. First, national examination, especially today, can not be held in Indonesia as it has big area and each area has its own problem of education which is not similar with others. The quality also.

Second, to measure a student ability is not only by her/his result of examination which we could see in number, but also the result of her/his another examination in education. As education is not just talking about result, it also about attitude, personality and so on. This evaluation is only able to be done by the teachers at school who know and meet them everyday.

I think that it is not fair for student as the government even doesnt know who they are, but has a right to decide their graduated.

    ALL ABOUT UN

National Exam (UN) is assessed still need to be implemented as one measure of success of learning process in primary and secondary schools. This was conveyed by Minister of National Education of Indonesia, Mohammad Nuh in the 32nd Congress of the NU in Sudiang Hajj Dormitory, Makassar, South Sulawesi. Nuh admits, there are still many shortcomings that must be repaired around the implementation of UN. However, the benefits and positive side to improve the quality of education and Human Resources are very large.
According to Nuh, the rejection of the UN because it is considered as a barrier to graduation is not unreasonable. "If the student does not pass the national examination, is there any guarantee that such students in graduate school exams?," He said. Then, regarding the stress on students, it is normal. Anyone going through the same thing when faced with an exam in everyday life. "Not only children, but parents can also be stressful if facing their life exam," he said. He hoped, the UN could be used by students as a place to develop their academic potential and also their psychological potential. He also emphasized the government's efforts in developing education without discrimination. "We continue to develop non-discriminatory educational services both in terms of material, gender, geographic, etc.," he added.
Meanwhile, on 14 September 2009, the Supreme Court (MA) rejected an appeal concerning the implementation of government's National Exam (UN). UN votes legally flawed and so the government held a UN prohibited. Citizen lawsuit was filled by Kristiono et al. Kristiono is Indah’s father who never graduated because her UN value does not match with the UN-government standards.
In addition, also, Coordinator Coalition of United Teachers Front (KOBAR-GB) of Aceh, Sayuti: We strongly support the decision of the Supreme Court, because during our struggle for the UN removed, finally coming true. UN has conducted over this unfair and castrating the rights of teachers. Imagine, education performed for years, but graduation is only determined two to three days, when children are not merely passing on subjects only, but many other factors must be considered.
Except from that, the UN had been done a lot of cheating, because all the schools competing to provide answers to the test by teachers to students, for fear that their students did not pass much. Therefore, the UN does not deserve to be maintained, leave it to the problem of graduation by their respective schools, because those who know the ability and morals of the students.
UN may be undertaken only as a means of mapping the quality of education in the homeland, not as a graduation standard. If the low examination results, the quality of education in these schools improved by increasing the budget and adequate teachers, while if the UN is high, then quality is maintained, if necessary, be improved with adequate funding.
New examination can be applied as a graduation standard in Indonesia if the facilities to support teaching, learning and teachers are evenly between city and countryside. Now this equality between urban and rural education in Indonesia has not been evenly distributed, so the quality of education is also different, so the UN can not be implemented as a graduation standard nationally. We are not allergic to the UN, but if the standard for graduation, that's unacceptable.

Faced with a war of opinion what happened was, honestly I have a dilemma. But I still disagree with the government that the National Examination (UN) should be implemented as the evaluation indicators to measure and improve national education standards and strongly disagree if the value used as the determinant of graduation examination learners.
Evaluation is very important to map the position of each learner, set the status, knowing the extent to which teaching has been reached, look for and find a way out. From this evaluation will have a report and description. There lies the importance of the National Exam. Data from UN mapping is used as the achievement of government programs to improve education quality in every area across Indonesia.

If the purpose of examination to determine graduation, then a big loss for students, schools and parents. Destination learners who initially to seek knowledge at school turned into trying to pass the examination. Lessons that are not in the UN is lesson number two, not even important. But the real lesson is the lesson which is tested not very useful to establish a personality. Interests and abilities of students vary, with the UN, indirectly encouraged to not creative. Not all students can master UN subject that in it (Indonesian, English, and Mathematics). There are sets of students who are not in charge of mastering mathematics and English, or vice versa.
Likewise, schools that initially the main purpose to improve the intelligence, knowledge, personality, noble character, and skills for independent living for graduate students to be 100% join the UN. Various methods are used, such as deepening of Material (PM) and Try Out (TO). Much time, effort and costs incurred for the PM and the TO. School is more important than learning the lessons that tested other. PM and TO costs charged to parents of students. Parents become stressful thinking about the fate of their children if their UN did not pass. Parents will be embarrassed. Every effort is like giving children lessons (private), buy a special book for UN subject, pay more expensive so their children can master the lessons. That's for those who can afford, what about parents who can not afford? They just let go and pray to the Lord.
To solving these problems, Government should implement the UN for mapping the quality of education as development data for the intelectual life of the nation's education throughout Indonesia and not as a graduation standard. Thus, learners become comfortable learning in accordance with their interests and talents. Schools and parents carry out the actual purpose of school.

National examinations conducted as part of its implementation of the standardization of education. National exam is intended to measure competency standards. Related object is to schools and teachers. That mean, a result of the national exam, schools and teachers are the first to be harvested. Schools and teachers who have students succeed both national exam, categorized meet the standard. Such schools will get a lot of funding for infrastructure development. And unfortunately, the schools that do not meet the standards difficult to get help, the reference like this is actually violating human rights. How not! Schools in rural and especially small areas would not be able to work well like in urban school areas, facilities and infrastructure due to inadequate education. Oddly, the national exam is not different with the school which have facilities and adequate infrastructure. Violations are deliberately created.
Not impossible, the pros and cons of the national exam was inevitable. The perpetrators of the national exams, namely students, parents and teachers who felt their authority was not a little crossed that states was not interested in the policy of national exams. Naturally, the pros and cons never stops, whether at the level below or above level of the Supreme Court and the Minister of Education.
Pros and cons of presence and absence of a national exam is two different sides that have equal strength. Therefore, very fair, the pros and cons that come with each other recipients absorbing the impact of the policy of national exams.
According to Education Minister, Mohammad Nuh, stop the national exam is not a solution to promote education in Indonesia. He considered education in Indonesia still requires a national exam to encourage students to have high competence so that they can compete on a more competitive era of globalization. Therefore, he claimed more interested in improving the national examination system so that no fraud of the party that favors only the fulfillment school graduation targets.
The purpose of national examinations held is ideal, namely to control the quality standards of each educational unit. But the national exam perpetrators often hurt the national exams when used as a determinant of graduation. This condition as a matter of violating human rights. Fair if the community and school stakeholders expressed contradictory so it does not 100% supportive of the policy of national exams.

    SHOULD NATIONAL EXAMINATION BE HELD?

National exam is one of method to measure the level of quality education, especially students and teachers. If student and teacher aware of their responsibilities, should feel challenged to further improve their capabilities. The examination like a specter for student. Even with the holding of national examination, more of student rebellious and to acquire a lock that they said not much different with they answered without looking at the cheat sheet. Essentially, is true the national exam to improve education or as a factor that makes the quality of education in Indonesia to be destroyed?
I think the national exam to be held because it’s the result of national education standardize. It’s just should be changes in mechanism. As long as many of contra from student and teacher because standardize of estimation in Central Education Director is different from their area. The Central Education Director doesn’t know aspects of daily students in the school. For example: there are students who are diligent but simply because one of the subjects under evaluation, then the child not graduated, but children who are lazy or naughty graduated. For the even needed mechanism for the estimation of justice. So there should be a national exam but not a major point determining whether or not the student graduated.
It’s only standardize to measure if the specified value has been obtained or not. It would be wise if the national exam results combined with the daily values, attitudes, behaviors and etc.
And the end for the students themselves actually challenge the national exam to study even harder and appreciate the education they had lived for three years.

  9. For me.. the controversy surrounding National examinations seems to crop up year after year. After closely observing the National exam and the students involved in the testing. We will realize that it is quite shocking how the exam and the Indonesian education system in generate devalues students.

Every student is treated the same, by given the same targets dan standarts. Haow this can be fair when it is obvious that not everyone has the same learning capabilities ?
This would greatly disadvantage those with learning difficulties and lead them to cheating.
School examinations are important but only can be impleted effectively if the education system behind is right. National Education minister, Mr. Muhammad Nuh said that "National examination is the best method to prescriptive the student examinations. So that, he asked the people to end about this controversy<>".

Education Minister: UN Will Stay Performed

UN has become a controversial issue because there are two split views about it. The first view calls for the UN abolished, while the second view requires that the UN remains implemented this year.
Education Minister M Nuh itself confirms that the UN will continue to be held this year in 2010. "God willing, the UN will be held on schedule. It as a certainty for the community and students," said M. Muh at the Parliament Building, Senayan, Jakarta, Wednesday, January 27, 2010.

Related to the course of this examination, the Ministry of National Education will consult with Commission X, both related to the methodology to be used in the UN, to the affairs of its budget.
"We will continue consultations with the Commission X, which is our partner," said M Nuh. He stressed the government must still held the UN in order not to violate the rules which he had built himself.
Violation of Government Regulation (PP), clearly M Noah, will lead to further complications. "Supreme Court itself stated and clarified that no violations in the implementation of the UN, so the UN can still be implemented," he said.
Minister of Education promised to make improvements and increase the quality of the UN, both in terms of making matter, to the distribution arrangements. Anticipation of the UN leakage will become one focus National Educational Minister.
"The distribution must be ensured safety at all levels, to the school district," said M. Nuh. Making about anything, he said, the degree of difficulty should be adjusted to a standard school.

  12. NATIONAL EXAM
National exam is a way to measure capability of the students. Many students do national exam. They are from Elementary school, Junior high school and senior high school. National exam decided the students to graduate from their school or not. National exam usually do once every years. The subjects of National exam different to each school. The elementary subjects are mathematic, Indonesian, science, but this year the government add “religious studies” as a subject in National exam. The senior high subject are English, Mathematic, and Indonesian. The senior high school subjects are “Mathematic, Indonesian, English and included some subjects of their major such as “Biology, physics, and chemistry for Science major and economy, history, geography for social major. ” viewed from school point of view, national examination is considered to frequently treat the students unjustly because: 1) It is the school that know best the student progress, logically, it is the school that have the full right to provide examination, 2) with the student required to pass the national examination, what they have learned for three years will be nothing if a student doesn’t pass the examination, due to only one or two subjects, 3) the national examination measures only the cognitive domain while the school develop 3 educational domains(http://masdinsite.info/2010/01/national-examination-pro-and-contra-html/).
“In my opinion, the national exam shouldn’t be the only way to determine graduation,” Yudhoyono said prior to an afternoon cabinet meeting on education and health. “It should be combined with other aspects.” According to Susilo Bambang Yudhoyono searched (http://www.thejakartaglobe.com/home/sby-joins-debate-on-problems-with-national-exam/351503)

“I agree that there is great disparity in educational quality in Indonesia. But off course students have to be qualified to graduate, therefore tests are still needed. I am wondering what solution might be befitting for this matter where we have this disparity problem.
However, I am more concerned about higher education inputs. I think it is better to start preparing students to get them into universities (finding their interests, talents, so on) right away from high school, and putting more attention to that matter, rather than making the students think they should graduate from high school first. Graduating from high school should not be made hard, just enough to make them qualify to graduate”. Since the alication of National Final examination(UAN) in 2002 for junior and senior high school in 2005 which later changed it's name to the UN, many problems arise that often lead to controversy. these problems occur because UN was considered generalizing the exam throughout the archipelago both for high school students in big cities and remote areas of school which facilities were,of course, far different from a big city school. in addition, the UN is always characterized by deceitfulness.
but, in my opinion UN is not really a troublemaker or a ghost to be feared by students, so that the UN questions will actually be a good evaluation instrument, in terms of evaluating what among the material thaught in the evaluation of the UN should be made sincron.this should really be monitored starting from the center of the regions, from ministers to the lowest level of teachers. if this is not done it will bring disappointment for students, teachers and society.more worse, students are not learning and teachers will not teach, because the felt the spirit of what is learned or taught only in vain. so the keywords are:"UN nor will there is a problem as its target to assess what has been learned by the students"

  19. ‘’SHOULD THE NATIONAL EXAMINATION BE REMOVED’’
People, mainly who failed in the national examination and their parents pound away at the national exam and they fully support the removal of the national exam. Experts at education are also still in hot wrangles upon this issue, some oppose the national exam though some others approve it. Do I think that we need to keep the national exam within our schools? I would personally say yes. But of course with some adjustments here and there. National examination is needed because it acts as a meterstick (being a natural metric measurer I steer clear of the word yardstick) of our education with which students and teachers alike measure their performance. This meterstick of course is necessary to prevent a wider gap between the bests and the worsts countrywide. But considering the unequal development in educational infrastructures across the huge archipelago that meterstick should be temporarily bent a little to adjust to the local metersticks. In addition to that, the national exam must not become the sole element on which a student’s pass will be decided. Other elements such as the processes of the learning themselves are way more urgent to be taken into account.Of course, there are so many things to do to improve our education. National exam alone is not a passport to an instant improvement. But I believe national examination could help directing our education at every nook and cranny of this country to stride in the same pace. National examination is not really a troublemaker or specter that will be frightened for students, teachers and people, especially the parents.Just what kind of material tested in the UN, has been learned by the students, so that the UN or UN questions will actually be a good evaluation instrument, in terms of evaluating what to dievaluasi. Among the material taught the UN should be made conneted. And this should really be monitored starting from the center to the regions, from ministers to the lowest level of teachers. If this is not done, it will bring disappointment for students, teachers and people. worse, students are not learning and teachers will not teach because he felt the spirit of what is learned taught only in vain . So keywords are UN nor will there is a problem as its target to assess what has been learned by the students, actually, more teacher know about the quality of studentsEducation expert not all within the context of the Government ,they can only theory practice only teacher know. Of course the quality of education in remote areas are not the same as in town, so by using the UN as a graduation standard will burden student in remote areas.
To offset this, eventually the teacher helps students answer the questions in the UN so that their student pass the national examination. The is the mass duping This prospective leaders this nation’s future. When is this going to change the Nation Mental ?
UN does not need to removed. But the system that could replace the UN is not the determinant of graduation standards. Just as a benchmark only. So if you can make it policy at each school.

I think, the national examination shouldn’t be executed. The right determines graduation for students is the teacher himself. With the holding of this examination, the professionalism of teacher has no meaning. Which should determine the graduation of student are teachers because they know the ability of their students.
National examination can’t be used as graduation requirements. Because, not all students has followed the National examination are smart. The students thought that the national examination is something very scary. During their school their fate is determined only in a few days during the examination. This event is very significant effect on the lives of students. If they fail to follow the National examination, they will try to end their life because it has a very heavy burden.

I think the UN does not need to hold as many among the cons with the national examinations which serve as the graduation requirement. And exams National considered irrational because only shutter cognitive test for the six subjects. Which should determine the graduation of students from each school is his own teacher because the teacher juridical given the authority to evaluate and determine graduation.

  22. For me, National Examination (UN) is not necessary implemented because we knew that school service between one school to other schools is not same by government, that matter certain will be impact to schools are in the outlying place. Why like that ?, because we knew that they didn't have enough books, and library yet, beside that, to get books with new study system is so difficult. This matter will be different with schools in the cities because they have facilities better than schools in the outlying place and to get source of reading is so easy. So, before National Examination is implemented, the governments must more attention with schools which don't have enough facility yet.

For me, the controversy surrounding national examinations seems to crop up year after year. After closely observing the national exams and students involved in it. We will realize that it is quite shocking how to exam and the Indonesian education system generally devalues students. Every student is treated the same, by given the same targets and standard. How this can be fair whenit is obvious that not every one has the same learning capabilities ?
This would greatly disadvantages those with learning difficulties and lead them to cheating.
School examinations are important but only can be implemented effectively if the education system is right. National Education Minister, Mr. Muhammad Nuh said that “National examination is the best method to prescriptive the student examination. So, he asked the people to end this controversy soon”(www.tempointeraktif.com/hg/pendidikan/2010/01/10)

    SHOULD NATIONAL EXAMINATION BE HELD?
National exam is one of method to measure the level of quality education, especially for students and teachers. If they have awareness of their responsibilities, they should have more challenges to improve their capabilities.
The examination is like a specter for student. Even with the holding of national examination, more of student rebellious and acquire the key answers that they said not much different with they answered without looking at the cheat sheet. Essentially is it true the national exam to improve education or as a factor that makes the quality of education in Indonesia to be destroyed?
I think the national exam should to be held because the result of national education is standardization it’s just should be changed in mechanism. As long as there are contras from students and teachers because the standardization of estimation in Central Education Director is different from their area. The Central Education Director doesn’t know aspects of daily students in the school.
For example, there are students who are diligent but simply she/he doesn’t pass the exam because one of its subjects under evaluation, then they are not graduated, but the lazy and naughty students are graduated. To solving it needed mechanism for the estimation of justice.
So, the national exam should be held but not a major point determining whether the student graduated or not. It’s only a standardization to measure if the specified value has been obtained or not. It would be wise if the national exam results combined with the daily values, attitudes, behaviors, and etc.
At last, actually the students have challenge in the national exam to study harder and giving appreciate to the education which they had lived for years.
